As an area denial weapons? Very effective. Barbed wire is very deadly when deployed effectively and intact. Infantry and even tanks have to find another way to push through if they didn’t have the appropiate time to cut it and even if they cut it, it requires a lot of time and the person who cuts/destroys it is a sitting duck as he is immobile and has no cover.

And yes, you don’t want to cross barbed wire with your tanks.

And by forcing the forces to go around, you can dictate the route your enemy will go through and force them to a chokepoint ideally where you can attack and ambush them.
