Yes, as Rohit said it is already developed and called BOSS ( Bharat Operating System Solution ).
BOSS is developed by C-DAC, Chennai, comes with different packages pre installed to reduce the effort of gathering all software's for Linux.
In fact, Indian government plans to replace Windows OS with BOSS OS in all their sectors as it is more secure than windows and it's proven that it's successfully defends some advanced attacks made by professional hackers .
The main thing that made BOSS as boss is it's kernel , MOOL( Minimalistic Object Oriented Linux ) . It can add kernel modules at runtime to increase performance .
